Rouge Industries Declares Second Quarter Dividend 
    DEARBORN, Mich., May 12 Rouge Industries, Inc.
announced today that its Board of Directors approved a second quarter cash
dividend in the amount of three cents ($0.03) per share payable on July 21,
2000 to shareholders of record at the close of business on July 7, 2000.
