Kellagher Named Chief Financial Officer Pennzoil-Quaker State Company
    HOUSTON, Feb. 15 -- Pennzoil-Quaker State Company
announced today that Thomas P. Kellagher, Senior Vice President, Business
Development, has been promoted to Group Vice President and Chief Financial
Officer.
    Kellagher joined Pennzoil-Quaker State Company in January 1999, following
15 years of experience in strategic planning, mergers and acquisitions, and
numerous economic and financial projects as a consultant for McKinsey &
Company and Wright Killen & Company in Houston.  Prior to that he worked in
the refining and marketing areas of Gulf Oil Company.  He holds a Bachelor of
Science degree (with high distinction) in chemical engineering from
Pennsylvania State University and a masters degree in business administration,
with a major in financial management, from Drexel University.
    James L. Pate, Chairman and Chief Executive Officer of Pennzoil-Quaker

Tom is very familiar with our company.  He served as a consultant to Pennzoil
for many years and, since joining our company in January 1999, has been
instrumental in the development of Pennzoil-Quaker State's five-year strategic
plan and has played a key role in every aspect of our repositioning, including
asset acquisitions and divestitures.  He has worked closely with Jim Postl,
President and Chief Operating Officer, in transforming Pennzoil Company into a
consumer products company.  As Chief Financial Officer, he will be responsible
for all accounting and finance functions, including internal audit, investor
relations, corporate planning, business development, and information
technology.
