Cooper Elects New Board Member; Declares Dividend

    FINDLAY, Ohio--Nov. 19, 1999--COOPER TIRE & RUBBER COMPANY'S board of directors elected Ronald L. Roudebush, former Vice Chairman and Chief Executive Officer of The Standard Products Company, to the Cooper board for a term expiring in May, 2000. Cooper Tire & Rubber Company completed the acquisition of Standard Products on October 27, 1999.
    Mr. Roudebush had been vice chairman and chief executive officer of The Standard Products Company since 1997. Prior to Standard Products he was a part owner in an automobile retailing operation in greater Cincinnati after a 20 year career at Rockwell International, where he was president of Rockwell Automotive, the operating unit that included all of Rockwell's worldwide automotive business.
    A native of Indiana, Mr. Roudebush received his BS degree in mechanical engineering from Kettering University (formerly GMI Engineering and Management Institute) and a Masters of Science degree in Industrial Management from the Krannert School at Purdue University where he was recognized as a Krannert Scholar. He serves on the board of directors of Simpson Industries, Inc., and Kettering University.
    In other action, the board declared a quarterly dividend of 10.5 cents per share on common stock, payable December 24, 1999 to holders of shares outstanding on the record date of November 30, 1999.
