Budget Rent a Car Begins Operations in Germany
                Budget Celebrates New Openings with Lufthansa
               Miles & More Bonus Miles and Special Rate Offers

    LISLE, Ill., Oct. 1 -- Budget Rent a Car International, Inc.,
a subsidiary of Budget Group, Inc. , announced today its first
vehicle rental operations in Germany under the exclusive Budget trademark.
Twelve key locations officially opened today at the following airports in
Germany:  Berlin (Tegel and Tempelhof), Bremen, Cologne, Dresden, Dusseldorf,
Frankfurt (Terminals 1 and 2), Hamburg, Hanover, Leipzig and Stuttgart.
    Budget also has established temporary operations at Munich airport, until
the site is completed later this month.  A further airport location is
scheduled to open at Nuremberg airport on Nov. 1, 1999.  Downtown locations
also open today in Munich and Giessen.  By the end of 1999, Budget plans to
operate approximately 49 car rental locations, including the 13 main airports.
    "We are pleased to have established such a strong immediate presence in
such a short period of time at all the major international airports in
Germany," stated Sandy Miller, chairman and CEO, Budget Group, Inc.  "Between
them, these airport locations will represent 90 percent of Budget's in-bound
business.  We will now concentrate our efforts on opening major downtown and
railway locations."
    Budget plans to operate a balanced mix of corporate and licensee locations
throughout the country.  By the end of the year 2000, the goal is to have
approximately 180 corporate and licensee rental locations in operation.
    The Budget WorldClass fleet in Germany, supported by 24-hour emergency
roadside assistance, is comprised of Mercedes, Ford, Volvo and Mitsubishi
models.  The most coveted model offered is the Mercedes CLK coupe.  Apart from
standard cars, there are minivans and passenger vans.
    From now until Dec. 31, 1999, the Mercedes A Class is being offered at the
special rate of DM88 (USD47*), per day in a joint Lufthansa Miles & More
promotion.  The rate includes unlimited mileage, CDW, theft protection and
local taxes.
    Throughout the remainder of 1999, Lufthansa Miles & More frequent flyer
members will qualify for double (1,000 miles for 1 and 2-day rentals) and
triple (1,500 miles for rentals of 3 days and more) mileage awards when
renting an A, C or E Class Mercedes in Germany.  In addition, every month
until the end of the year, there will be a free prize drawing with one member
winning 50,000 bonus miles and two members winning 30,000 bonus miles.  All
Budget rentals in Germany are eligible for the drawing.  Details of these
