Pre-Labor Day Gas Prices Take Major Jump

    LOS ANGELES--Aug. 24, 1999--Labor Day holiday travelers are expected to take to the road in near record numbers, but they will be paying more to fuel their journeys.
    While gas prices often increase a few cents before holiday weekends, the average price of a gallon of regular self-serve unleaded gasoline in Southern California went up 12.1 cents during the past month, according to the Automobile Club of Southern California Fuel Gauge Report. The August average price is $1.514 compared with $1.393 on July 20.
    Southern California gas prices peaked at an average of $1.61 for a gallon of regular self-serve unleaded in April; went down to $1.35 a gallon in June and have been increasing for the past two months. A gallon of regular self-serve unleaded cost an average of $1.19 in January.
    Despite rising costs, Southern California motorists are still paying less per gallon for unleaded than the August state average of $1.549. The August national average is $1.255, up 8.1 cents from July.
    Travelers to northern California can expect to pay an average of $1.65 for regular, up six cents from last month. San Francisco is higher at an average of $1.74 per gallon for regular.
    Lack of production at Chevron's Richmond plant continues to be a factor in rising California gas prices, according to oil industry analysts. The refinery restarted a key gasoline unit last week, but the plant is still not producing at full capacity.
    Nationally, U.S. demand for gasoline remains high while OPEC oil producers continue to stand by their decision to reduce output. Some oil industry analysts believe OPEC's refusal to increase oil production will result in still higher gasoline prices. The OPEC nations have said they will not increase production until next spring.
