Shell Endorses Top Source's TruckCheck-TM On-site Oil Analyzer OSA-II

PALM BEACH GARDENS, FL--Aug. 19, 1999--Top Source Technologies, Inc. (AMEX:TPS) today announced that Shell Oil Products' West Hollow Research Center, in Houston, Texas had completed an extensive evaluation of Top Source Technologies' TruckCheck(TM) On-Site Used Oil Analyzer (OSA-II) and has concluded that it is both an effective and accurate means to analyze used engine oil. The OSA-II, which analyzes engine and transmission fluids to detect the presence of wear metals, water and other contaminants, was successfully compared against samples evaluated by independent labs. Based upon this favorable evaluation, the West Hollow Research Center is recommending the OSA-II for deployment and use as an appropriate oil analysis technology within the Shell family of companies and distributors.
One member of the Shell family of companies is Speedco Truck Lube Centers ("Speedco"), who is affiliated with Shell Fleet Services. Currently, there are 19 Speedco locations using the Company's OSA-II units. Speedco offers a TruckCheck(TM) on-site, computerized oil analysis program, which informs drivers what's going on inside their engine, differential and transmission. TruckCheck(TM) conducts 16 different tests on used oil in about five minutes, analyzing such factors as metal wear, contaminants and oil properties. Drivers and fleet managers receive an easy-to-read, detailed report. If there are abnormalities in the oil, the report recommends what services should be performed to prevent costly repairs and breakdowns. (Check the Speedco website at www.speedcoinc.com for additional information.)
Will Willis, Chairman, President and CEO of Top Source, stated, "We have made excellent OSA-II progress with Shell's Speedco Truck Service Centers; 19 locations are presently using our technology and making it available to truckers as part of their preventative maintenance programs. Ten more OSA-II units are scheduled for placement at other Speedco locations by calendar year-end. This endorsement by Shell opens the door for us to pursue other distribution opportunities within the Shell, Texaco and Equilon Lubricants' family of companies."
"There are more than three million heavy duty, diesel-powered vehicles on the road today," stated Tom Connard, President of Shell Fleet Services, "and maintenance challenges are shifting from repairs to PMI ("preventative maintenance and inspection")."
Top Source Technologies, Inc. develops, assembles, and markets sophisticated technologies including the patented MotorCheck(TM) On-Site Analyzer, "an oil analysis mini-lab in a box," and proprietary Overhead Sound Systems.

Forward-Looking Statements

The statements discussed in this press release relating to the Company's expectation that Speedco expects to place an additional ten OSA-II units in new Speedco locations by year-end 1999 is a forward-looking statement within the meaning of the Private Securities Litigation Reform Act of 1995. The results anticipated by this forward-looking statement may not occur. Important factors that could cause actual results to differ materially from these forward-looking statements are: unexpected assembly or technical difficulties with the OSA-II, Speedco's decision not to open ten new locations by year-end 1999, or Speedco's decision not to use OSA-II instruments, if the new locations do open. Investors should also consider information contained in documents filed by the Company with the Securities and Exchange Commission.
