TBK and Johnson Controls Partner for Leadership In Japanese Facilities Market
    MILWAUKEE and TOKYO, Feb. 9 -- Tokyo Biso Kogyo Corp. (TBK)
and Johnson Controls, Inc. will officially launch their new
Integrated Facility Management business partnership on February 10, 1999.
The partnership between TBK and Johnson Controls was established in November
1998.  It combines TBK's customer base and knowledge of the Japanese market
with Johnson Controls technology and expertise to capture a leading share of
the potential 5,500 Billion Yen (US $50 Billion) Japanese facility management
market.  The company brings a new integrated facility management approach and
new technologies to the Japanese commercial buildings market, enabling
corporations to reduce costs, improve building performance and improve their
competitiveness.
    TBK-Johnson Controls provides on-site staff and develops customized
facility management solutions that integrate all the functions necessary to
support the daily operations of a customer's facility -- whatever unique level
of support the customer needs.  The company's proprietary technologies,
coupled with expertise in strategic areas such as workplace design and
consulting, performance measurement and benchmarking, and energy management
generate significant cost savings.  Additional cost savings come from expert
purchasing practices and improved coordination of multiple contractors and
vendors.
    As the world's second biggest economy, densely populated with large
sophisticated buildings, Japan represents a major new market opportunity for
TBK-Johnson Controls. Japanese corporations are just beginning to take
advantage of the benefits of outsourcing broad facility management
responsibilities to a single supplier.
    The partnership provides Johnson Controls with the personnel and
infrastructure to serve the Japanese facilities of its global customers, as
well as to begin serving major Japanese corporations.  Johnson Controls will
transfer its strategic best practices and proprietary technologies from around
the world to the new partnership, including its 'Prophet facility benchmarking
database, which contains information on over 600 million square feet of
facilities from around the world.  TBK-Johnson Controls will use the database
to benchmark clients' facilities, make performance-enhancing recommendations,
and implement the best practices from the best performing Johnson Controls
clients worldwide.
    TBK is Japan's largest independently owned building maintenance company
with over 40 years of experience providing technical maintenance and custodial
services to a prestigious list of clients in Japan, including Yamanouchi
Pharmaceuticals, Honda, GE Capital Edison Life Insurance Company, Matsushita
Communication Industrial, and Marui.
    Johnson Controls is a global market leader in automotive systems and
facility management and control.  In the automotive market, it is a major
supplier of seating and interior systems, and batteries.  For nonresidential
