The big record for 1998 is the arrest of 141 people for the crime of auto theft. Most of the arrests (98) came through the On-Guard law enforcement bait car program, which operates in 15 states through 42 law enforcement agencies. "We look forward to doubling apprehensions in 1999 with a goal of 65 law enforcement agencies networked in our system." The impact: there are relatively few car thieves to the number of car thefts. Put one behind bars and you can make a very real impact. In Minneapolis, car theft was reduced by more than 60% in one month through the On-Guard bait car program. Lower theft rates lead to lower insurance rates -- it's a program that's putting thieves on guard and making a difference for communities all over the country. The On-Guard Tracker was tested internationally in 1998 as well, with stolen cars tracked in both Mexico and Canada. Both cars were located and proved the borderless abilities of wireless and GPS technologies and positioned ATX Technologies as a leader in both the domestic and international markets. "We are now the most tested system in the country," said Riebel. "Our technology works. We've saved the most lives and caught the most bad guys," he added.
