Cooper Promotes Weaver to Chief Financial Officer Position

    FINDLAY, Ohio--Dec. 3, 1998--COOPER TIRE & RUBBER COMPANY today announced the promotion of Philip G. Weaver to the position of vice president and chief financial officer. Weaver, who currently serves as a vice president and controller of Cooper's tire operations will assume the top financial responsibilities upon the retirement of J. Alec Reinhardt.
    In announcing the appointment, Patrick W. Rooney, Cooper's chairman and chief executive officer stated, "Our search for this top financial position resulted in this well-deserved promotion for an experienced and respected member of Cooper's team. We are expecting a smooth transition of responsibilities as we move forward in our plans for the next century."
    Weaver joined Cooper in 1990 as tire division controller and in 1994 he was named a vice president in the tire division. Previously he was a principal and senior manager at Ernst & Young, and its predecessor firm, Arthur Young & Co., serving in the Toledo, Ohio and Manchester, New Hampshire offices. Most of Weaver's career with this top auditing firm was spent working directly with Cooper's financial team, enhancing his knowledge of Cooper's financial structure.
    As part of his new financial responsibilities, Weaver will direct the company's investor relations activities including analyst meetings and will be an active liaison with the financial community.
    Weaver's educational background includes a B.S. from Bowling Green State University. He also completed the Harvard Business School Advanced Management International Senior Manager's program. He is a Certified Public Accountant.
    Currently, Weaver serves as president of the Toledo Chapter of Financial Executives Institute and is a member of that organization's area and national leadership boards. He is a member of the Ohio Society of CPA's and the American Institute of CPA's. He is also vice chairman of the Board of Trustees and chairman of the finance and planning committee for the Blanchard Valley Regional Health Center. Weaver also serves as a member of the finance committee for the Blanchard Valley Health Association.
