ECCO Capital Subsidiary Recommended as Approved Provider to Hennepin County

  Twin Cities' Metro Fleet Sales & Leasing is Notified of Status by County's
                           Private Industry Council

    MINNEAPOLIS, Sept. 17 -- ECCO Capital Corporation
(OTC Bulletin Board: ECCP) announced today that its operating subsidiary,
Metro Fleet Sales and Leasing, has been notified that the Hennepin County
Private Industry Council has recommended approval of Metro Fleet Sales and
Leasing to the Hennepin County Board of Commissioners as a provider of
transportation services to county residents.  Hennepin County is the largest
county in Minnesota and includes the city of Minneapolis.
    Cullen Grandlund, Chief Executive Officer of ECCO Capital, commented, "The
recommendation of Metro Fleet Sales and Leasing by the Hennepin County Private
Industry Council is the first step in what will be an exciting partnership

    In 1997 Metro Fleet Sales and Leasing Inc. of St. Louis Park, Minn. merged
into ECCO Capital Corporation, a dormant public shell.  Metro Fleet Sales and
Leasing has been engaged since 1993 in the business of offering and operating
a unique leasing program featuring reliable used cars which are leased at
attractive low monthly rates.
