    Cooperative Effort To Focus On Increasing Seat Belt, Child Safety Seat Use

    North Carolina law enforcement officers will hold special "Click It or
Ticket" checkpoints Tuesday-Thursday, Sept. 1-3, in partnership with Virginia
police agencies on five highways that cross the North Carolina-Virginia
border.
    Governor's Highway Safety Program (GHSP) Director Joe Parker and Virginia
Highway Safety Office (VHSO) Director Vince Burgess or Programs Safety Manager
Perry Barber will visit the "border-to-border" checkpoints. The partnership is
being held to ensure motorists are buckled up whether they are coming into
North Carolina or driving into Virginia.

    Tuesday, Sept. 1
    2 p.m. "Click It or Ticket" checkpoint at the North
    Carolina-Virginia border between Eden, N.C., and
    Martinsville, Va., on Va. 87.

    The 1998 "Click It or Ticket" campaign began in May with three weeks of
concentrated enforcement of seat belt and child seat laws. The second wave of
the "Click It or Ticket" program, the most extensive law enforcement and
education effort in state history, began Aug. 24 and concludes Sept. 13 with
seat belt checkpoints and child safety seat clinics across the state. The goal
is to remind motorists to buckle up before and after the busy Labor Day travel
holiday. In 1997, 12 people died on North Carolina highways during the Labor
Day holiday weekend.
