QSR: New President, New Plan; Dukes' Business Plan Aggressive on Growth
    HERNDON, Va., July 28 -- Quality Systems Registrars, Inc.
(QSR) has named Donald C. Dukes president.  Dukes is a former naval officer
with over 30 years experience in the quality profession, specializing in
design, development, implementation and assessment of quality systems.  As a
member of industry, he served as vice chairman of QSR's board of governors and
certification committee.  Dukes' first act as president of QSR was to announce
an aggressive new business plan to the board of directors.
    "QSR will be a customer focused registrar," said Dukes.  "Our goal is to
significantly grow the number of ISO 9000 and QS 9000 (automotive)
registrations via a pro active campaign to increase exposure for the quality
system certification process."  Dukes told the board that QSR will launch a
series of presentations at forums, corporate meetings and events staged by the
American Society for Quality (ASQ).  He added that QSR will also reach out to
small- and medium-size businesses to inform them about quality system
certification.  Dukes explained that his goal is to position QSR strongly
among the ranks of the top ten registrars by "passionately working to increase
customer satisfaction."  Additionally, the new business plan reflects an
intense campaign to improve cost effectiveness of the company.
    Dukes has been involved in the ISO 9000 registration process since its
inception in the United States.  Dukes was Division Director of Quality
Assurance at Baker Oil Tools in Houston for 15 years.  Previously, Dukes was a
Project Engineer at General Electric in the Nuclear Support Group.  Before
that, Dukes was assigned to the Naval Reactors Division of the Energy Research
and Development Administration to monitor the construction and overhaul of
nuclear submarines.  After 20 years of service, he retired as a Lieutenant of
the U.S. Navy in 1977.
    QSR was the first ISO 9000 registrar to be accredited by the Registrar
Accreditation Board and the first privately owned ISO registrar in the USA.
