Rouge Steel Company Board Elects Wilbur B. Winland Vice President, Operations
    DEARBORN, Mich., June 2 -- Rouge Industries, Inc.
announced today that the Board of Directors of Rouge Steel Company, its
primary operating company, has elected Wilbur B. Winland as Vice President,
Operations.
    According to Carl L. Valdiserri, Chairman of the Board of Directors and
Chief Executive Officer of Rouge Industries, "Mr. Winland has demonstrated
considerable versatility in his career with Rouge Steel.  He brings a wealth
of operating experience to his new assignment, having directly managed most of
the operations he will now lead.  Wilbur also served a stint in labor
relations, gaining meaningful insight into the inner workings of the company's
labor-management relations and relationships."
    Mr. Winland joined Rouge Steel Company in 1984 as a general supervisor,
during the construction and launch of the Company's twin-strand continuous
caster facility, and was promoted to Superintendent, Continuous Caster in
1986.  He later served as Superintendent, Blast Furnace, Hi-line and Docks in
1988 before becoming Manager, Cold Mills Operations in 1990, Manager, Hot Mill
Operations in 1996 and Manager, Finishing Operations in 1998.  Mr. Winland
began his steel industry career in 1976 with Wheeling-Pittsburgh Steel
Corporation as a blast furnace supervisor.  Mr. Winland is a graduate of Salem
College.
