A Bad Week for the Bad Guys; On-Guard Tracker Leads to 18 Arrests

    SAN ANTONIO, Jan. 26 -- Eighteen auto thieves met their
technological match recently when they were arrested for stealing cars
equipped with the On-Guard(R) Tracker(TM), a satellite and cellular
communications system that tracks the vehicles at all times.  Two of the
arrests were made in Canada when the thieves stole the car and used it in a
robbery.  The rest took place in Austin and Minneapolis as part of the On-
Guard Tracker Bait Car Program.
    The Bait Car Program provides On-Guard Tracker units to Auto Theft
Divisions.  The cars are then placed in locations of high auto theft and when
they are stolen, the On-Guard Response Center alerts the police and directs
them to the vehicle.  A benefit of the On-Guard Tracker is the ability to
alert police in time to apprehend the suspects, eliminating the need for a
high speed chase to keep the stolen car in sight and recovering the vehicle as
quickly as possible, minimizing damage.
    Of the 18 people arrested, 16 were male and two were female.  The On-Guard
Tracker network was launched in 1995, and in 1997 27 arrests were made and
30 cars recovered.  "1998 has definitely started with a bang for us," said

one stolen car each day and catching at least two or three thieves at a time."
