Budget Announces Additions to Executive Staff

                Budget Appoints CFO and VP of Human Resources
                    and Promotes Top Operations Executive

    LISLE, Ill., Nov. 17 -- Budget Group, Inc. and
Budget Rent a Car Corporation, one of its wholly owned subsidiaries, are
pleased to announce the addition of two new executives to its staff in Lisle,
Ill., and the promotion of its key operations executive.
    Michael B. Clauer, 40, has been appointed senior vice president and chief
financial officer of Budget Group, Inc.  In this capacity, he is responsible
for managing both the Finance and Information Technology organizations within
Budget Group.  Prior to joining Budget, Clauer worked for PepsiCo for more
than 10 years in a variety of senior-level positions within several of its
divisions including Pepsi-Cola, Pizza Hut and PepsiCo Restaurants
International.  Most recently, he served as senior director, Finance, Strategy
and Planning for its franchise bottling operations in North America.
    Vicki R. Pyne, 45, has been named vice president, Human Resources for
Budget Rent a Car Corporation.  In her new position, she is responsible for
developing and implementing Budget's overall Human Resources philosophy,
policies and strategies, as well as providing leadership and general oversight
to the human resource functions within Budget's subsidiaries and international
operations.  Vicki brings to Budget more than 17 years experience in Human
Resources from Citicorp/Citibank, where she spent ten years in its Card
Products Group and seven years in its Consumer Retail Banking Group.  Her most
recent position was vice president, Human Resources in the U.S./Europe
Consumer Bank Division.
    Jeffrey T. Hendrickson, 53, who joined Budget six months ago as senior
vice president and general manager, U.S. Rental Operations for Budget Rent a
Car, has been promoted to executive vice president, U.S. Rental Operations for
Budget Rent a Car and senior vice president, Budget Group.  This appointment
follows the announcement of Budget Group's favorable third quarter earnings
and continued improvements in Budget's rental operations.  Jeff's
responsibilities include all U.S. car and truck rental operations, fleet
operations and airport concessions.
    Budget Group, Inc., through subsidiary companies and their franchisees,
operates Budget Car and Truck Rental, the third largest worldwide car and
truck rental system, with over 3,200 airport and local market locations in
more than 120 countries and territories.  In addition, the Company owns
Premier Car Rental, which serves the insurance replacement market through a
network of 101 locations in 13 major U.S. markets.  Budget Car Sales, a
subsidiary of Budget Group, is one of the largest independent retailers of
late model vehicles in the United States, operating 26 retail car sales
facilities.  The company also owns Van Pool Services, Inc., which leases vans
for van pooling operations in 28 states, and operates airport parking
facilities at certain locations.
