Turbodyne Implements President Clinton's Air Quality Policy

     LOS ANGELES, July 2 /CNW-PRN/ - In light of the Clinton Administration's
tightening of air quality standards under the new smog rules announced June
25, Turbodyne announces two new positions and programs designed to meet these
stringent regulations.
     Turbodyne announced today the promotion of Dr. Dorriah Page to the
position of Executive Vice President for Corporate Development.  As one of the
original members of the Turbodyne management team, Dr. Page has been
instrumental in establishing Turbodyne as a leader in new generation
anti-pollution devices worldwide.  Dr. Page is a member of the National
Academy of Science and a member of the Policy Committee for National
Transportation and Air Quality.  She also serves as Chairperson of the Society
of Automotive Engineers (SAE) Future Transportation Technology Conference.
     In her new position, Dr. Page is responsible for overall coordination of
Turbodyne's ongoing programs with the requirements of the new EPA regulations,
in particular, those recognizing diesel exhaust as a carcinogen detrimental to
human health.  The Clinton Administration is tightening the standards because
it says scientific studies demonstrate that existing standards fail to protect
public health, especially in children, the elderly and people with asthma and
other respiratory problems.  Dr. Page also is coordinating with the United
Nations Technology Group, which is acting as Turbodyne's agent for the
expansion of Turbodyne's technology and anti-pollution presence worldwide. She
is responsible for the corporate product policy and ensuring Turbodyne
products meet the requirements of local, federal and international air quality
agencies and governments worldwide.  In her new position, Dr. Page is
responsible for the company's strategic alliances and relations with the
institutional investment community and analysts.
     In another development targeted toward the new diesel particulate
standards aimed at heavy-duty buses, Turbodyne announces that Mr. Jeff Johnson
has been named Senior Vice President of Heavy-Duty Diesel Programs.  Mr.
Johnson's responsibilities include leading Turbodyne's entry into the urban
bus market.  Mr. Johnson joins Turbodyne after serving as the Los Angeles
County Metropolitan Transportation Authority (LACMTA) head of equipment
engineering, environmental testing and compliance, and coordination activities
with engine, bus and equipment manufacturers for a fleet of more than 2,000
municipal buses.  Prior to joining Turbodyne, Mr. Johnson held several
management positions with transit authorities including the San Francisco
Municipal Transit Authority.  Mr. Johnson currently sits on the Federal
Transit Administration and is a member of the American Public Transit
Association.
     The urban bus market represents a tremendous opportunity for Turbodyne.
The company's Turbopac(TM) recently completed the Environmental Protection
Agency's particulate matter emission tests and qualifies as the first
air-enhancement system to meet the agency's standards.  The urban bus market
consists of more than 110,000 vehicles in various metropolitan areas
throughout the United States.  The EPA has established a value of $7,940 for
the urban bus retrofit kit.  Given Turbodyne's benefits in enhancing engine
performance and fuel economy, the company is targeting a large share of the
market.  Under this program, transit agencies that do not install the retrofit
kit designed to meet strict particulate matter standards are subject to a
noncompliance penalty of $25,000 per bus.  Turbodyne is currently in contract
negotiations with leading manufacturers for the establishment of
distributorships for the introduction of its urban bus retrofit kit to the
transit bus market.  Initial shipments of the Turbodyne retrofit kit are
scheduled for the third quarter of 1997.
     Turbodyne's timely entry into the urban bus market coincides with the
Clinton Administration and EPA's tightening of air quality standards for
metropolitan areas.  Turbodyne looks toward developing similar application of
its technology in Mexico, Eastern and Western Europe, Russia, the Ukraine and
South America as well as other developing countries currently seeking to
improve their environment and quality of life.
