General Motors and Virginia Power Announce Electric Vehicle Marketing
Initiative

RICHMOND, Va., Sept. 5 -- General Motors Corporation
and Virginia Power today announced a joint initiative to
develop plans to market electric vehicles and electric vehicle
infrastructure in Virginia and the Southeast.

The alliance between GM and Virginia Power recognizes their mutual
interest in developing an overall business plan for the marketing of
S-10 electric pickup trucks and Delco Electronics' MAGNE CHARGE(TM)
inductive vehicle chargers in the southeast region, which includes
Maryland, Delaware, the District of Columbia, West Virginia, Virginia,
Tennessee, North Carolina, South Carolina, Georgia and Florida. GM
will begin selling the S-10 Electric to fleets in l997. The S-10
Electric is an original equipment manufactured (OEM) vehicle -- built
from the ground up as an electric vehicle.

General Motors, with support from Virginia Power, will develop the
S-10 Electric pickup marketing plan, which will focus on electric
utility and commercial fleets as well as federal, state and local
government fleets. The announcement was made at a press conference at
the "Richmond's Getting Ready" EV Market Launch Workshop, held at the
Science Museum of Virginia, September 5, 1996.

Virginia Power, a leading electric utility and an authorized
distributor of the Delco Electronics MAGNE CHARGE(TM) vehicle
chargers, with support from General Motors, will develop a plan for
marketing, service and installation of Delco Electronics inductive
vehicle chargers throughout the Southeast.

"Virginia Power's partnership with General Motors recognizes the
extensive groundwork that has been laid in Virginia to support
electric vehicle technology -- from education to charging
infrastructure to mass transit initiatives," said James T. Earwood
Jr., Virginia Power's vice president-Energy Efficiency and Division
Services. "GM's and Delco's expertise will help ensure that the
Richmond area is among the best-prepared communities in the nation
when EVs reach the commercial market. This will be of enormous benefit
in improving air quality, stimulating economic development and
demonstrating the viability of this clean, quiet technology."

Robert C. Purcell Jr., Executive Director of General Motors Advanced
Technology Vehicles said, "A market-based approach is critical to
establishing a sustainable market for electric vehicles. We look to
forward to joining with Virginia Power in a strategic partnership to
bring the Chevrolet S-10 Electric pick up and Delco Electronics MAGNE
CHARGE(TM) inductive vehicle chargers to Virginia and the other states
of the Southeast. General Motors is also pleased to be the first
automotive manufacturer to provide an OEM designed and produced
electric vehicle to the marketplace on a national level."
