Automaker plans, not tech, responsible for recent MPG trends

German has divided a forty-year career nearly equally between Chrysler, the Environmental Protection Agency, Honda, and the ICCT and can speak to the market penetration of technologies, product-redesign cycles, the impact of banked credits and other factors contributing to automaker choices on vehicle fuel economy.
