U.S. News & World Report's National Issues Briefing, in association with Allstate Insurance Company, will evaluate existing federal and state laws regarding teen driving as well as legislative, safety and educational measures that are needed to improve driving safety and its allied behavioral issues. The panel will examine minimum standards for state graduated licensing systems, supervised practice during the learning stage, nighttime driving, cell phone restrictions and enforcement of seat belt laws.
