ICOP Digital Issues Update on Prevailing Sales Activity and Growth Initiatives

LENEXA, Kan., Dec. 19, 2007 -- ICOP Digital, Inc. , an industry-leading company engaged in advancing digital surveillance solutions, today reported that during the fourth quarter of 2007, the Company has, thus far, shipped ICOP Model 20/20(R)-W systems and other related ancillary products to 80 different law enforcement agencies operating in 40 states across the nation, with particularly strong sales activity noted in the Western and Mid-Western regions of the U.S. Re-orders from existing customers engaged in fleet deployments of the ICOP Model 20/20-W system represented 48% of total sales during the same timeframe.

EXPANDING U.S. MARKET SHARE

Overall domestic sales growth has continued to be positively impacted by the Company's efforts to leverage customer referrals and testimonials to promote market penetration within individual U.S. states. This has remained a central component of ICOP's domestic sales strategy since it first began shipping the ICOP Model 20/20(R) in mid-2005. As a result, collective revenue generated to date now exceeds six figures for 40 of the 49 states in which ICOP has won customers; of those, 13 states now exceed $500,000 and, of those, three states exceed $1 million.

PENETRATING METROPOLITAN AND INTERNATIONAL MARKETS

As noted on the investor call following the release of its third quarter results, ICOP has received confirmation from several U.S. and non-U.S. metropolitan law enforcement agencies that it has been named as one of two remaining contenders being considered to outfit associated metro patrol fleets with digital in-car video systems. In each of these cities, the ICOP Model 20/20-W is being evaluated in comprehensive, on-going field tests to discern ease of installation and use; safety, ruggedness, reliability and functionality; video quality and evidentiary value; and resulting benefits to the end user agencies. Estimated completion of these field tests and subsequent supply contract awards currently range from three to 12 months. It is important to note that timing of contract awards may also be impacted by budgetary considerations and local government approval processes.

In addition, ICOP is engaged in preparing for fleet deployments by several mid- and large-size U.S. law enforcement agencies who have notified ICOP that it is being awarded related purchase orders in the near term. ICOP also confirmed that it is currently in advanced discussions with several foreign- based agencies for fleet deployments and anticipates booking its first significant international order in the coming year.

NEW PRODUCT LAUNCH

The Company has also initiated an aggressive sales campaign for the ICOP Model 4000(TM), its new digital surveillance solution for the mass transit industry scheduled for commercial launch in the next 30 days. As a result, ICOP is actively pursuing sizable sales opportunities with several public school and metro transit authorities who are interested in adopting digital video recording systems on board school and municipal bus fleets.

To put the U.S. mass transit market opportunity into clearer perspective, consider that every school day approximately 440,000 yellow school buses transport more than 24 million American children to and from schools and school-related activities. Furthermore, according to the National Safety Council and the U.S. Transportation Security Administration, in an average year more than 360 million passenger trips in the United States are taken by intercity bus, while 774 million passengers travel on more than 76,000 motorcoaches, outpacing domestic commercial airlines and Amtrak combined. Therefore, ICOP estimates that the mass transit market opportunity could ultimately treble that of the U.S. law enforcement market for digital in-car video, currently estimated at $2 billion.

ICOP remains on track to be able to begin shipping ICOP Model 4000 units in January upon arrival of the initial product shipment from its contract manufacturer.
