MOBILE POLICE DEPARTMENT PURCHASES 100 ICOP UNITS

Metro Police Agency Plans to Outfit Full Patrol Fleet of 380 Vehicles

LENEXA, KS - (PR NEWSWIRE) - November 28, 2006 - ICOP Digital, Inc.
, an industry-leading company engaged in
advancing digital surveillance solutions, today announced that the
Mobile Police Department, serving Alabama's second largest metropolitan
area, has purchased 100 ICOP Model 20/20 units for deployment in its
patrol vehicles.

Lt. John Barber, Lieutenant in Charge of the Planning and Research Unit
at the Mobile Police Department, stated, "Following an extensive review
process in which we evaluated a number of competitive digital in-car
systems, the ICOP Model 20/20 was the clear choice for us. The best way
to describe the unit is 'simple' - simple to install and simple to use.
The in-dash installation provides for intuitive use by our officers, who
readily mastered using the feature-rich system in a matter of days.
Further, we have been very impressed with the level of attention and
customer service we have received from ICOP Digital - they are true
professionals in every sense. We are very excited about this initial
deployment of ICOP Model 20/20 systems in our patrol fleet, and fully
intend to outfit every one of our 380 cars as budgetary allowances
permit."

"We are very proud that we can now name the Mobile Police Department as
one of ICOP's valued customers," added Dave Owen, Chairman and CEO of
ICOP. "Aside from representing the first of what we expect will be many
major metropolitan agencies who adopt our digital in-car video solution,
this large deployment in Mobile, Alabama is a powerful validation of the
competitive positioning of our ICOP Model 20/20 and further supports our
contention that ICOP is fast emerging as the industry's preferred
supplier of advanced surveillance solutions to law enforcement."
