Electronic Tire Registration - Consumer Safety

In connection with your web article posted here:
http://www.theautochannel.com/news/2006/05/04/005664.html ... it is
noteworthy that there is only one electronic leader in registering tires
nationwide . that company, is Tire Recall Registry, based in California.

Tire Recall Registry is the first and only 24/7 internet based tire
registration company in the United States. Moreover, we are endorsed by
North Carolina based American Tire Distributors whose dealer network exceeds
25,000 independent dealers nationwide and General Motors.

I would like to invite you to visit www.tirerecallregistry.com/ where you
can sample our professional services. You will find that:

- TRR is a standardized Internet-based electronic tire registration
company;

-          TRR is consumer oriented and safety minded;

- TRR simplifies the tire registration process, when it matters, at
the point of sale;

- TRR is a nationwide one-stop digital clearing house of tire
registration data electronically input via the Internet; and

- TRR provides precise reporting that makes a safety recall
campaign more exacting.

Our growing network of participating tire retailers confidentially enter
consumer and tire information over the Internet via our 128-bit encrypted
website - dealer information is 'pre-populated' to speed up the registration
process. TRR takes care of the rest!!! With data entered:

- Customers receive a printed 'Certificate of Tire Registration' -
something never heretofore provided which provides peace of mind

- Retailers receive precise monthly reports that establish
compliance with Federal Law (CFR Title 49 Part 574)

- Tire manufacturers receive printed compliant postcards and useful
digital information

For the services we render, TRR charges a nominal fee per tire (cents per
tire registered), paid in part or total by retailers and/or consumers, at
the point of sale.

Beyond those noted above, there are other benefits associated to electronic
versus manual tire registrations for all participants in the process
including:

(1)     better use of human and financial resources;

(2) registration can be done on multiple platforms - PC / MAC / PDA
handheld devices;

(3) TRR electronic stores data for 5+ years per federal law - quick /
easy / immediate retrieval; and

(4) a consumer can register directly with TRR in the event his/her
dealer fails to fulfill its obligation.

Candidly, we understand that dealers would prefer not to contend with this
matter but the reality is that compliance is federally mandated. With
obvious point and purpose to enforcing CFR Title 49 Part 574 by audits, the
TRR methodology alleviates concerns and saves retailers time and hassle.
Moreover, it is simple, technologically prudent for the task and provides
customers with peace of mind.

Interestingly, those who promote the old manual postcard methodology (i.e.,
CIMS) are out of step with technology and the 21st Century according to the
US Department of Transportation and the National Highway Traffic Safety
Administration:
https://www.tirerecallregistry.com/print/USDOT-2003-0718-Tire-Registration-A
NN.pdf Jacqueline Glassman, Chief Counsel to the NHTSA, said (on July 18,
2003), 'We do not agree with CIMS .' Continuing, the NHTSA 'interpret the
regulation to permit electronic registration as a supplement to the required
mail-in form for independent distributors and dealers.'

Indeed, we think RMA President Donald Shea has it right when he is quoted as
stating (on September 22, 2003) that the postcard format of the registration
card "is not a 21st-century kind of approach to registration". (Our) view
was that, notwithstanding the protestations of some who may have a vested
interest in confining registration to one mechanism, our approach is that
the more mechanisms that can be used by motorists, the better off everyone
will be. (We) don't have a self-interest in this, other than the
self-interest of making sure that if there is a recall, required for
whatever reason, we are more easily able to reach out to motorists.... The
Internet certainly has a significant role to play in commerce; why wouldn't
it have a significant role to play in tire registration?"

Tire Recall Registry believes, after 30+ years, of manually filling out
postcards - a process proven to be ineffective - the time has come for the
tire industry to register tires electronically over the Web.

Tire Recall Registry radically simplifies the process, at the point of sale,
and makes more certain the transfer of precise usable information in
multiple formats.

Thank you for posting an article reflecting the foregoing in the interest of
consumer safety, accuracy and availability of services.
