The Health Information and Management Systems Society (HIMSS) defines a RHIO as "a multi-stakeholder organization that enables the exchange and use of health information, in a secure manner, for the purpose of promoting the improvement of health quality, safety and efficiency." The development of these organizations throughout the United States is a critical part of the Department of Health and Human Services goal to implement a national health information network and create electronic health records for all Americans within the next ten years.
