RCAI (OTCBB:RCAA) announced today the signing of a Letter of Intent between Topia Energy Production Ltd. and RCAI to create a new company called Topia Global Energy. This Joint Venture company, to be owned 50/50 by Topia Energy Production Ltd. and RCAI, will focus on the production and distribution of BioDiesel worldwide.

Topia Energy Production Ltd. is Canada's largest distributor and producer of BioDiesel, supplying municipalities, private and long-haul fleets, marine, rail, power generation and the aerospace industries. During 2004 Topia Energy Production Ltd. opened Canada's first BioDiesel terminal as well as two retail BioDiesel stations. Topia Energy Production Ltd. has recently opened a third retail station in Ottawa, ON Canada.

Topia Energy Production Ltd. is a participant in the Certified: BioDiesel Driven program, which ensures that Topia Energy Production Ltd.'s fuel consistently meets the standards and specifications that automobile and engine manufacturers set down for biodiesel fuel. Quality control is extremely important and third party-testing and quality control are critical elements in the production of Topia Energy Production Ltd.'s biodiesel.
