Accident Prevention Plus, Inc., Changed Name to Transportation Safety Technology Inc., Certificate Issued to ``Beneficial Owners'' Only

JUPITER, Fla.--Nov. 1, 2004--Accident Prevention Plus, Inc. (OTCBB:ACPL) has announced that the Company has changed its name to Transportation Safety Technology, Inc. The Company is doing a mandatory certificate exchange as filed in the Information Statement. This will not be altered or amended, there will not be any "special cases" and there will not be any exceptions to this procedure. If you are a true shareholder then request your shares from your Broker, this should not be a problem. In changing the name of the Company we have started fresh and feel it is in the best interest of the Company that all shareholders that have paid for their stock be acknowledged. Transportation Safety Technology, Inc. is on the verge of announcing our new product and drastically changing the revenue channels of this Company so it is logical that we want to start with a clean slate and a clear list of shareholders that have been accounted for. As soon as the NASDAQ assigns a new symbol we will notify the shareholders.

In response to questions from shareholders, the Company wishes to clarify for shareholders and brokers the procedure through which shareholders will receive new certificates in the name of Transportation Safety Technology, Inc. There are two ways for shareholders to receive the new certificate; they are as follows:

Obtaining Your Stock Certificate for Your Shares

If a shareholder is already a record owner of the Company holding certificates for Accident Prevention Plus, Inc. common stock issued in his or her name, he/she simply needs to send that certificate along with the transmittal letter into the Transfer Agent. Letters of Transmittal will be going out to all shareholders within the next 10 days.

If you do not receive a letter of transmittal and a letter to the shareholders from Accident Prevention Plus, Inc., by November 8, 2004 please contact Jennifer Swanson at 561-741-4450.

If a stockholder does not hold his shares in the Company's common stock in certificate form but holds them in street name with a broker, such beneficial shareholders can request a stock certificate from their broker representing their ownership interest in the Company's common stock. To insure receipt of appropriate shares in Transportation Safety Technology, Inc., the Company urges all shareholders who do not hold their shares of the Company's common stock in certificate form to request, in writing, from their broker a stock certificate representing their shares of the Company's common stock. To assist shareholders in this regard there is a sample letter posted on the Company's website, http://www.applus.com. Also available on the website is the Letter of Transmittal that can be downloaded. If you have requested a stock certificate from your broker and are experiencing difficulty or unusual delays in obtaining your stock certificate, the Company would like to hear from you at 561-741-4450.

If you are a shareholder and have not received your stock certificate in a timely manner or there is a valid reason for not receiving your stock certificate, your broker must submit a "Beneficial Ownership" list to the Company's transfer agent. New certificates in the name of Transportation Safety Technology, Inc. will be issued to registered shareholders who hold their shares in certificate form in their name and then to beneficial shareholders identified in the beneficial owner list submitted by the broker.
