Surface Tech Inc. Issues Letter of Intent to Horsepower Speed & Marine, Inc.

IRVINE, Calif.--Feb. 2, 20045, 2004--Surface Tech, Inc. (OTC:SFCI) has issued a letter of intent and entered into negotiations for the purchase of Horsepower Speed & Marine, Inc.

Horsepower Speed & Marine is currently a major distributor for Magna Charger(TM) automotive Superchargers. In addition, Horsepower Speed & Marine is now developing a new twin supercharger for General Motors' 572 Cubic Inch marine engine. This new combination will produce 1200 horsepower while running on 93 octane pump gas. This will have a major impact for the marine industry.

Bill Steiskal, president of Horsepower Speed & Marine, has a very extensive background in automotive high performance. Most recently, Steiskal was instrumental with Magnasun Eaton in developing the current manifold design prevalent in today's supercharger industry. Prior to this, Steiskal was one of the original founders of Lakewood Chassis Company, most famous for their introduction of the traction bar used in drag racing. The original founders sold Lakewood Industries to Mr. Gasket Company. Steiskal brings this knowledge to the marine performance products now being developed by Horsepower Speed & Marine.

Chris Pittman, chairman of Surface Tech, commented, "Magna Charger performance equipment can be marketed through many of the same auto dealers we now service with our alloy wheel process."
