Clancy Systems International Retains Vanguard Communications; Marketing Communications Firm to Handle PR for Parking-Systems Developer

DENVER--Jan. 2, 20046, 2004--Clancy Systems International, Inc. (OTCBB:CLSI), a leading developer of parking enforcement systems, announces it has retained Vanguard Communications Marketing & Public Relations for a variety of marketing programs including an ongoing media campaign for the national rollout of Clancy's newest product, a new method of allowing drivers to pay for parking by using cell phones.

"We were drawn to Vanguard's track record in national product launches," says Stanley Wolfson, Clancy Systems International's president and CEO. "We'll be rolling out product launches in the next few months in markets in California, Georgia, Florida and Puerto Rico, and Vanguard's experience in national and international public relations makes an excellent match."

In addition to the product launches, Vanguard will also promote the company's other products, including hand-held Ticket Writers and Remit-Online.com, which enables consumers to pay parking tickets via the Internet.
