Global Electric Secures Exclusive Worldwide Licensing Rights for Four-Wheeled, Electric-Propulsion Vehicles

BURBANK, Calif. & LAS VEGAS--Nov. 1, 20038, 2003--Whistler Investments, Inc. (OTCBB:WHSL) (name change pending to Global Electric) announced today that a formal licensing agreement for four-wheeled, electric-propulsion vehicles has been secured with RV Systems, a company founded and led by electric-power guru Mr. Chaz Haba.

Mr. Haba, President of RV Systems, stated: "I am thrilled to have such a strong partner. The team assembled by Global Electric is more then capable of securing a leading position within this industry in a very short period of time. I look forward to a long and rewarding relationship with the Company."

The worldwide agreement gives Global the ability to manufacture and market all four-wheeled, electric-propulsion units developed by Chaz Haba and his team at RV Systems. Products such as NEVs (Neighborhood Electric Vehicles); long-range, four-passenger vehicles; and taxi units will be jointly developed by Global and RV Systems for worldwide marketing.

Holly Roseberry, President of Global Electric, stated: "The four-wheeled agreement places Global at the forefront of advanced alternate-energy companies. It is my firm belief that we now can provide the types of vehicles desired by this rapidly growing market. With the complete line of products secured, our efforts will be focused on worldwide marketing and distribution. The systems utilized in our products give our Company a tremendous edge over the rest of the market; therefore, we anticipate some exciting contracts in the near future."

In a similar fashion, Global Electric has previously secured licensing agreements for two- and three-wheeled, electric-propulsion units with RV Systems and Mr. Haba. The two-wheeled units include bicycles, mopeds, and high-speed motorcycle units. Three-wheeled vehicles include urban transporter units and recreation units. To complement the product line, a lawn and garden agreement was secured covering all electric-powered maintenance units such as lawnmowers, weed whackers, and leaf blowers for both the industrial and home market.

Global Electric will unveil their flagship four-wheeled, electric-propulsion unit ("R" Car) to international media within the next few months. National media will be covering the building of the first "R" Car as the project is unprecedented within the automobile industry.

Facts about Electric Vehicles

1.  More Americans are dying as a result of automotive air pollution 
    than are killed on American highways.

2.  The U.S. economic cost of air pollution was put at $30 billion
    annually (in 1970) by Senator G. Nelson.

3.  Automakers' costs for changing to nonpolluting automobiles would 
    be one-third of the annual economic damages caused by the

    cleaner cars.

5.  Electric vehicles (EVs) produce no air pollutants.

    to deliver a product by the mid-1990s."

10. In 1994, GM Chairman of the Board John Smale drove the Impact

    more of these cars than we might think." He added: "The niche may 
    be big enough for us to get profitable with an electric vehicle."

11. In the 1990s, Big Oil and automakers spent over $10 million on
    anti-EV ads and disinformation editorials.

12. In November 1995, the CARB, pressured by the oil and auto
    industries, essentially repealed the 1998 ZEV mandate. The 2003
    requirement for 10% ZEVs still stands, with allowances for hybrid
    (HEV) credits.

13. 1997-1999: GM test marketed the GM EV1. Thousands of consumers
    requested one, although only a few hundred were available, by 
    lease only (no purchase option), in Southern California and 
    Arizona.

14. SUVs and luxury cars provide most of U.S. automakers' profits.

15. GM quit making EV1s in 1999, after producing 1500 total.

16. GM provided grant monies to the Green Car Institute, which hired 
    the respected automotive market research firm Dohring Co. to do
    an EV market study. In June 2000, the study concluded that a 
    12%-18% market for EVs existed (about 200,000 EV sales annually),
    awaiting the offer of a product.

17. GM and Chrysler/Daimler are currently suing the CARB to avoid
    providing EVs for the California market.

18. The automaker association is fighting ZEV-mandate moves by 12
    states in the Northeast.

19. As of March 2002, no major automaker sells highway-capable EVs
    to the general U.S. market.
