Precision Auto Care Announces Management Promotion

LEESBURG, Va., Oct. 28, 2003 -- Precision Auto Care, Inc. (BULLETIN BOARD: PACI) announced that Robert Falconi, the Company's current COO and CFO, is being promoted to President. As a result of this change, all of the Company's staff will report to Falconi, effective immediately. The Company also announced its intention to name a new CFO within a year.

Lou Brown, the Company's current President and CEO, will remain as CEO and will assume the role of Chairman, which is currently held by Woody Allen, who will remain on the Board. Brown said the following: "First, I want to thank Woody Allen for his selfless service on the Board for the past several years. His leadership, support and assistance during this arduous and challenging period has been invaluable." He added that, "Robert has certainly earned this promotion for all his hard work, initiative and the resulting success in leading many aspects of PACI's turnaround. It is richly deserved." Brown added, "I intend to remain every bit as actively involved with the company as I have been in the past, and this change will be largely transparent to the Precision Auto Care Franchisee community and the rest of Precision Auto Care family. Robert will continue in his role as 'Mr. Inside' and I will continue in my role as 'Mr. Outside.'"

Falconi said, "I am very appreciative of the confidence that Lou Brown and the rest of the Board have in me. Of course, I am very happy about the promotion."
