Charleston-Area First Response Teams Conduct Full-scale Emergency Preparedness Exercise

FAIRFAX, Va. & CHARLESTON, S.C.--Aug. 1, 20039, 2003--

Law Enforcement and First Responder Agencies to Demonstrate Emergency Preparedness Using Critical Incident Response Toolset (CIRT)

Xybernaut Corporation today announced its involvement in a joint effort to further develop emergency preparedness and first response procedures for critical infrastructure in the Charleston, South Carolina area.

This effort is being spear headed by the South Carolina Research Authority (SCRA), Xybernaut Corporation, various law enforcement and first responder agencies.

The Critical Incident Response Tool Set (CIRT) allows first responders and subsequent emergency personnel to manage operations by having various types of critical information at their fingertips, including building floor plans/schematics, specific images related to a facility or site, incident command protocols and other critical response data.

On Saturday, August 23rd in the Mt. Pleasant suburb of Charleston, law enforcement agencies, fire and rescue teams, HAZMAT teams, SWAT teams EMS personal, and County Planners will conduct a live demonstration and evaluation of best-practices and technology solutions that assist first-responders during emergencies.

The event, which will be conducted at a Charleston area middle school, will include several problem-solving scenarios, which will allow first responders to test every aspect of the currently developed solution. Lessons learned will then provide a basis for "fine tuning" the solution as well as the laying the foundation for building in additional technologies to the CIRT that will aid the mobile first responder in crisis events, as well as in their day to day operations.

The practices, techniques and technologies to be demonstrated are a model for other first responder scenarios being tested and implemented in other locations throughout the U.S.

"It's imperative to develop first response plans that can be easily enacted by emergency response teams at all levels of jurisdiction -- federal, state and local," said Edward G. Newman, chairman and CEO of Xybernaut. "Government and commercial organizations all need to be involved in adopting response procedures and technologies to ensure immediate, effective implementation. Effective response plans begin with using the appropriate actions and best-practices learned from one's training, and in many cases using the necessary technology, to facilitate that appropriate response," added Newman.
