  What:   News Conference kicking off 2003 Smooth Operator Campaign.
          Targeting aggressive driving, the Smooth Operator campaign is a
          multi-jurisdictional effort that couples four one-week law
          enforcement waves with wide-ranging public awareness efforts.

          Illustrating the often-tragic outcomes of aggressive driving,
          Dr. Samir Fakhry, Head of Trauma Services at Inova Fairfax
          Hospital will discuss his experiences to save and repair lives in
          the aftermath of this 100 percent preventable crime.

          Results of the campaign since 2000 will be detailed, including law
          enforcement efforts and public awareness.

  Why:    With area congestion at an all-time high, many drivers are acting
          out their frustrations by speeding, tailgating, unsafe lane
          changes, and running red lights and stop signs.  These aggressive
          driving behaviors tragically result in increased car crashes,
          injuries and fatalities in Washington, D.C., Maryland and
          Virginia.  In fact, the National Highway Traffic Safety
          Administration (NHTSA) estimates that two-thirds of highway deaths
          last year were related to aggressive driving.
