Numerex Debuts New Wireless Vehicle Recovery and Location Solution

MobileGuardian(TM) Provides Vehicle Owners with On-Demand Tracking, Monitoring
And Reporting Capabilities in the Event of Vehicle Theft

ATLANTA, Feb. 19 -- Numerex Corp.
announced today the release of MobileGuardian(TM), a Web-based vehicle
location and recovery solution that combines the accuracy of GPS (Global
Positioning System) and Cellemetry(R), the Company's nationwide cellular
control channel data network.
MobileGuardian(TM) is a professionally installed, wireless tracking device
that targets the luxury and near-luxury car owner through automotive
dealerships across the country. The Company regionally launched its
MobileGuardian(TM) solution in Georgia and Florida and has plans to expand
nationally over the course of 2003. Since the initiative began late last
month, the Company has completed 20 agreements that cover multiple dealer
locations and have resulted in several orders and product commitments.
"Vehicle monitoring and recovery applications are becoming an increasingly
sought after option for the security-minded new car buyer, particularly in the
luxury auto segment. Our MobileGuardian solution provides reliable and timely
location information in a crisis, as well as on-demand tracking capability of
friends and family throughout their travels," said Stratton Nicolaides,
chairman and CEO, Numerex Corp. "Vehicle monitoring, reporting and recovery
is a logical extension of our Security Solutions portfolio and further
leverages the power of Numerex's Cellemetry network. We plan to continue to
support our VARs and application providers in other mobile markets, including
mobile retail, sub-prime and fleet tracking."
Recent research issued at the National Automobile Dealers Association
(NADA) conference in San Francisco revealed that car buyers today have a
higher interest in automotive products such as theft protection systems that
provide an added sense of security. Insurance discounts are also motivating
more car buyers to consider installing anti-theft devices. Many leading
insurance providers are now offering discounts on comprehensive premiums with
the use of anti-theft vehicle tracking devices. Twelve states (Florida,
Illinois, Kentucky, Louisiana, Massachusetts, Minnesota, New Mexico, New York,
Pennsylvania, Rhode Island, Texas, and Washington) require insurers to give
car owners discounts on their comprehensive insurance for anti-theft devices.
"We are enthusiastic to offer after-market products like Numerex's
MobileGuardian, as it demonstrates our vested interest in providing our
customers with vehicle security solutions that give them peace of mind, and
provides us with the opportunity to increase our per vehicle revenue (PVR) and
meet our growth goals," said Sid Barron, general manager of Hank Aaron BMW of
Atlanta.

    How it works
When a vehicle is stolen, the car's alarm system will trigger a message to
the MobileGuardian(TM) device, which will then wirelessly transmit a theft
alert notification message to the vehicle's owner via their wireless phone,
email or pager. The owner can then simply log on to the secure
MobileGuardian(TM) Web site with their unique login name and password to send
an immediate locate request to the vehicle (via Numerex's data transmission
device, GPS technologies, and the Cellemetry(R) network.) Owners can then
remotely disable the vehicle at the touch of a button, call authorities to
report its location anywhere in North America, and once recovered, re-enable
the vehicle at the touch of a button. Users are also given the option to
purchase additional "locates" beyond what is allotted at the time of
installation, to track their vehicle in times of non-emergency.

    MobileGuardian(TM) key features include:

    * Nationwide wireless coverage via Numerex's Cellemetry(R) network
    * Immediate theft alarm notification messaging sent to any email-enabled
       device
    *  On-demand location information
    *  Remote enable and disablement
    * Secure Web interface for monitoring & reporting
    * No monthly fees for the consumer

"This solution allows us to further expand our wireless data
communications services portfolio to meet the growing need for theft
protection systems that go beyond the traditional car alarm," said Roland
Rice, EVP, general manager of Security Solutions for Numerex Corp.
"Statistics show that motor vehicle theft grew nearly 6% in 2001 over the
previous year, and MobileGuardian is positioned to help reduce the overall
risks and costs associated with auto theft. We are excited to deliver to the
market, a unique solution like no other available, that provides vehicle
owners with the ability to track the whereabouts of their vehicle at the click
of a mouse."

    Vehicle Theft
According to the Federal Bureau of Investigation (FBI) Uniform Crime
Report released in November, 2002, a vehicle is stolen every 27 seconds in the
United States. The report also indicates that there were more than 1.2
million motor vehicle thefts in the U.S. in 2001, with an estimated value of
$8.2 billion dollars.
