    KING OF PRUSSIA, Pa., Feb. 10 -- Starting Feb. 21, children
ages 4 through 7 -- about 600,000 statewide -- will be required by law to be
restrained in a child safety seat or booster seat while riding in a motor
vehicle, according to the new law signed last month by Governor Mark
