Delphi Sees Government Partnerships as Valuable to Innovation



  Delphi Supports Research and Development Aimed to Satisfy President's Call
                  For Safe, Secure and Clean Transportation

    TROY, Mich., Feb. 5 -- As the U.S. government continues to
call on corporate America for support in addressing several transportation
issues, Delphi Corp. is answering that call with dedicated
resources for research and development initiatives in areas including fuel
cell and other alternative fuel development, safety and driver workload
management, and homeland security, among others.
    "For more than 100 years, Delphi has been introducing technologies that
have forever changed -- and improved -- the driving experience," said Don
Runkle, Delphi's vice chairman and chief technology officer.  "We plan to
collaborate with government and industry partners to deliver end-to-end
solutions for transportation problems such as powertrain emissions, fuel
efficiency, driver distraction, accidents and security."
    According to Runkle, Delphi is an attractive partner because the company
has more than 16,000 engineers and scientists, making it one of the largest
automotive technology knowledge pools in the U.S.  Runkle said the company
contributed nearly $10 million to government research and development programs
last year and expects to increase that spending to almost $12 million in 2003.
Delphi's resources are focused on programs including, but not limited to:
    *  Fuel Cell Development -- Delphi has been working on fuel cell
technology since the 1990s and was the first to demonstrate a passenger
vehicle equipped with a solid oxide fuel cell (SOFC) auxiliary power unit
(APU) in 2001.  Also in 2001, Delphi, with partner Battelle, was one of four
Solid State Energy Conversion Alliance (SECA) industry teams selected by the
U.S. Department of Energy, Office of Fossil Energy, National Technology
Laboratory, to receive a 10-year, $138 million cost-share contract to assist
in the development of low-cost, widely deployable solid oxide fuel cell
technology.  Such a technology could operate on conventional fuels, as well as
hydrogen, and would serve as the bridging fuel cell technology until the
emergence of the hydrogen economy.
    *  Safety -- Delphi's expertise in safety systems has led to efforts in
several areas to accelerate the adaptation of innovative solutions for crash
avoidance and helping to mitigate driver distraction.  Delphi provides the key
technologies for the General Motors and National Highway Traffic Safety
Administration (NHTSA) Collision Avoidance Operational Field Test.  The
company also was selected to lead NHTSA's SAVE-IT research program to
demonstrate a viable proof of concept that is capable of reducing distraction-
related crashes and enhancing the effectiveness of collision warning systems.
    *  Homeland Security -- Delphi has developed the most sophisticated fleet
management and truck security system on the market.  Delphi's Truck
Productivity Computer with TruckSecure(TM) was designed to improve the
security of the nation's trucking fleet.  The system can help identify and
authorize drivers, track and guide vehicles and even remotely shut down a
vehicle if it is driven into a prohibited area.
    *  Advanced Structural Composites -- Delphi is working with the national
laboratories, Oak Ridge National Laboratory and Pacific Northwest National
Laboratory, and commercial vehicle manufacturers to develop and validate
structural composites that are based on advanced aerospace composite
technologies.  By optimizing the composite design and processing, Delphi has
been able to reduce component mass by up to 70 percent.  In addition, Delphi
was able to provide product to the vehicle manufacturers within 12 months of
the start of the program.

directly respond to the President's call for the private sector to provide
solutions to protect our nation's critical infrastructure and natural
resources," added Runkle.  "More than a matter of business, we believe this is
