Delphi Strengthens Leadership Responsibilities

Changes Reinforce Customer, Growth and Product Development Strategies

TROY, Mich., Sept. 6 Delphi Automotive Systems
announced today a change in leadership responsibilities in its Electronics and
Mobile Communications sector which will allow it to more strategically focus
efforts on growing customer relationships, future product development plans
enterprise-wide and in the rapidly expanding electronics and mobile
communications markets.

David B. Wohleen, 51, currently a Delphi executive vice president, and
president, Electronics and Mobile Communications sector, retains these
responsibilities while enhancing his continued efforts as executive champion
of Delphi's engineering task team and Delphi Technologies Inc. (DTI), the
research arm of Delphi. Wohleen will continue to report to J.T. Battenberg
III, chairman, CEO and president of Delphi Automotive Systems.

Jeffrey J. Owens, 46, currently general director, Business Lines &
Portfolio at Delphi Delco Electronics division in Kokomo, IN, has been elected
a vice president of Delphi and president, Delphi Delco Electronics, assuming
that responsibility from Wohleen. Owens will report to Dave Wohleen.
The changes were effective Sept. 1.

"Dave is an exceptional leader," said J.T. Battenberg III. "He has led
the Delphi Delco Electronics team from its early integration in Delphi,
positioning the enterprise for growth and expansion. This move is the next
step in the evolution of our leadership structure and will allow him time to
more strategically focus Delphi efforts going forward in the Electronics and
Mobile Communications sector for both automotive and non-automotive products."

"In addition, this change enhances his Customer Champion role with several
major customers, and utilizes his considerable product development knowledge
as executive champion of our global engineering team and DTI," said
Battenberg.

"Jeff's knowledge of Delphi's electronic product portfolio and his
excellent engineering expertise makes him a natural choice to lead Delphi
Delco Electronics," continued Battenberg. "His leadership, engineering and
product knowledge will foster Delphi's accelerated shift in the high-tech
electronics arena to achieve sales growth in both automotive and non-
automotive products. Importantly, Jeff's addition to Delphi's already lean
officer group reinforces our commitment to the smooth execution of Delphi's
electronic product plans."
