New Jersey Vehicle Inspection Facilities See Record Numbers On Final Two Days in July 2001

            Added Staff, Fine-Tuned Equipment Successfully Reduces
                    Wait-Time for Garden State Motorists;
  Parsons Advanced Technologies Inc. Issues Tips to Further Reduce Delays in
                                 August 2001

    LAWRENCEVILLE, N.J., Aug. 3 Parsons Advanced Technologies
Inc., manager of New Jersey's enhanced inspection system, today announced a
record number of vehicles on the last two days of July 2001.  At the
32 inspection stations located throughout the Garden State, the company
inspected approximately 14,400 vehicles on Monday, July 30 and 14,800 vehicles
on Tuesday, July 31.
    "Historically, vehicle inspections are highest in July and August," said
James O. Singer, Parsons Vice President and General Manager. "Our forecast
model prepared us for the tremendous number of customers who came to the
stations beginning last Monday."
    During the record-breaking days in July 2001, Parsons was able to minimize
customer wait times through a proactive plan that fully staffed all inspection
stations, had 100% of its maintenance crew on duty and even had headquarters
personnel at each station greeting motorists with cold bottled water and
lollipops on July 30.  What's more, on July 31, Parsons employees again
distributed bottled water to motorists as they arrived at each test station
during peak periods.
    "We were ready to provide our customers with quick, friendly service; our
number one goal continues to be making the air cleaner, the roads safer and
the lives of New Jersey motorists easier," said Singer.
    Parsons continues to forecast heavier than usual volume throughout the New
Jersey system during the month of August.  Motorists can minimize their wait
time by the following:

     -- Visit inspection stations, Monday through Friday, from 6:30 a.m. to
        10:30 a.m. and from 2 p.m. to 4:30 p.m.; or on Saturday from
        11:00 a.m. to closing. Those times are generally "off-peak."

     -- Appointments are available to motorists at the following stations:
        Bridgeton, Cape May, Montclair, Ridgewood, Salem, Washington (Warren
        County) and Westfield.  These stations operate from 6:30 a.m. to
        5:00 p.m. Monday through Friday and from 6:30 a.m. to 12:30 p.m. on
        Saturdays.

     -- All 32 stations have late night hours until 7:30 p.m. one night each
        week.  Motorists seeking appointments or having questions about a

    "We are asking New Jersey motorists for their help in keeping wait times
to a minimum," added Singer. "Avoiding last minute inspections at the end of
the month and visiting our stations at mid-month and mid-week will help our
customers get through the process quickly."

    Founded in 1944, Parsons is one of the world's largest full-service
engineering, procurement, construction and project management organizations.
In 1999, the State of New Jersey contracted Parsons to administer automobile
