WASHINGTON, May 15 President Bush's National Energy Policy
will be unveiled on May 17. In his weekend radio address, the president
noted, "Over the long term, the most effective way to conserve energy is by
using energy more efficiently."

(commercial and industrial) consume 30 to 40 percent of all energy, and
