ZAP CEO Calls for 'Energy Leadership'
ROHNERT PARK, Calif., April 20 /PRNewswire Interactive News Release/ --
Speaking at a national energy policy panel in Northern California today,
ZAPWORLD.COM Chief Executive Officer Gary Starr said the
current energy crisis is a "crisis of policy, not a crisis of power."
Starr, a 25-year alternative energy and transportation veteran,
participated today in a Sustainable Energy Forum hosted by Congresswoman
Lynn Woolsey at Sonoma State University in California. Starr, who helped found
electric vehicle developer ZAP of nearby Sebastopol in 1994, was joined by
experts in the areas of geothermal, wind, solar, and fuel cell energy
production.
"Our current energy crisis is a crisis of policy, not a crisis of power,"
said Starr. "Real energy policy leadership is our most critical need. Now is
the time for action."
In his speech, Starr recommends the United States should follow the
example of many countries around the world in rewarding energy efficiency.
Starr added that the U.S. Energy Policy Act includes many strategies designed
to save energy that are not being implemented. On a consumer level, Starr
pointed out that the use of electric bicycles and scooters should be
encouraged. Current hybrid vehicles achieve a fuel economy of 70 mpg; electric
cars attain over 100 miles per gallon, but electric bicycles or scooters,
which can travel up to 15 miles per charge, reach upwards of 500 miles per
gallon in equivalent fueling costs.
"Begin by passing legislation to simply make personal EVs legal throughout
the nation," said Starr. "Remove the red tape at the federal level to allow
these vehicles that are being distributed in other countries to be distributed
here in the U.S."

Starr has invented, designed and sold several thousand solar-electric
products, conservation devices, and EVs. In 1994 he was named one of the ten
most influential electric car authorities by Automotive News and in 2000 was
listed in Advertising Age's Marketing 100. Starr is a published author of
articles and books on energy efficiency and electric vehicles, including "The
Solar Energy Book," "The True Cost of Oil," and "The Electric Car Book." He
has received several awards for his contributions towards clean air from the
American Lung Association, CALSTART, and U.S. Senator Barbara Boxer.
