Covansys Teams With Commonwealth of Kentucky to Simplify Motor Vehicle Registration Process

The commonwealth of Kentucky has authorized Covansys , a global technology services provider, to proceed with the construction and implementation of Phase II of the Kentucky Vehicle Information System (KVIS).
KVIS is a state-of-the-art online system designed to give Kentucky drivers Internet access when registering and licensing their motor vehicles. The project should be fully implemented by the year 2002.
"The new system uses Web-enabled technologies that completely replace Kentucky's legacy system and is not just a Web front end," said Rob Ellison, KVIS project manager for Covansys. "We have been fortunate to work with the commonwealth of Kentucky on this project, and we look forward to implementing a system that can be marketed in other states as well."
Covansys recently completed the design phase (Phase I) of KVIS that includes working prototypes that show the power and ease-of-use of the system.
Citizens will first be able to access the information during June of this year. KVIS will provide innovative Web-based capabilities, including the ability to renew auto registrations from home on the Internet. The new, innovative Web-based system will replace aging systems, giving greater functionality and flexibility in automotive titling and registration.
"When I was elected in 1995, I promised the citizens of Kentucky that this administration would focus on ways that the state government would be more efficient and closer to our citizens. This project is one more way we are keeping that promise," said Kentucky Gov. Paul E. Patton.
Gov. Patton, the Kentucky Transportation Cabinet and the KVIS Steering Committee gave Covansys authorization to move forward from Phase I to Phase II of the project. For more than a decade, Covansys has provided public sector technology solutions for more than 20 states in the areas of health and human services, transportation and public retirement.
"The new system will allow Kentucky to streamline their business procedures and allow us to more efficiently serve our taxpayers," said Ed Logsdon, commissioner of Kentucky's Department of Vehicle Registration. "Covansys, as our partner in this effort, provides the experience and knowledge to make this a successful project."
Kentucky, a state with 4 million people, registers 6 million boats and vehicles annually. The new system will be placed in all 120 of Kentucky's county clerk offices, giving the clerks greater capability when working with the customer.
"The new system is part of the `EMPOWER Kentucky' initiative being implemented by Governor Patton and will simplify how people interact with state government," said Ron Bingham, chief project manager for EMPOWER Kentucky.
