    WASHINGTON, Dec. 4 -- The following is a statement from
William C. Duncan, General Director USA of the Japan Automobile Manufacturers
Association (JAMA):

    As everyone knows Japan's auto market is down, but this is no reason for
pessimism over the Framework Agreement.  Nearly 85 percent of the import
decline is due to cutbacks in Japanese shipments from their own plants
overseas.  Japanese consumers want to be offered high quality products
designed to meet their tastes and needs.  European makers have done this and
are keeping pace with the market.  The story is now one of product, not
access.
