DATA: Keystone XL House Vote - Oil & Gas Industry Gave 13 Times More Money to House Reps Voting for Senate Keystone XL Bill

Feb. 11, 2015 -- On January 9, 2015, the House of Representatives approved H.R. 3 (266-153), which allows TransCanada to build the Keystone XL pipeline without a presidential permit or additional environmental review.  The House is set to vote later today on S. 1, the Senate-passed version of the bill.  

  • The oil and gas industry gave, on average, 13 times more money to representatives voting ‘YES’ ($45,375) on H.R. 3  compared to representatives voting 'NO' ($3,610).

  • The oil and gas industry gave, on average, 5 times more money to Democratic representatives voting ‘YES’ ($18,199) on H.R. 3 compared to Democratic representatives voting ‘NO’ ($3,610).

  • Rep. Kevin Cramer (R-ND), the sponsor of the legislation, received $222,400 from the oil and gas industry, the ninth most among members of the House voting on H.R. 3.

Refining Industry Contributions

In particular, the petroleum refining & marketing industry stands to benefit from the completion of the Keystone XL pipeline. Some of the pipeline’s strongest supporters are the Gulf Coast refinery companies that have expanded their facilities and would benefit from Canadian oil that will flow through the pipeline.

  • The petroleum refining & marketing industry gave, on average, 13 times more money to representatives voting ‘YES’ ($10,980) on H.R. 3 compared to representatives voting 'NO' ($835).

  • The petroleum refining & marketing industry gave, on average, 4.6 times more money to Democratic representatives voting ‘YES’ ($3,840) on H.R. 3 compared to Democratic representatives voting ‘NO’ ($835).

  • Rep. Kevin Cramer (R-ND), the sponsor of the legislation, received $10,000 from the petroleum refining & marketing industry.
