MOCA Systems Selected for U.S. Air Force Air Mobility Command Capital Projects

NEWTON, Mass.--Oct. 2, 20055, 2005--MOCA Systems, leader in capital project intelligence services, has been selected by the US Air Force Air Mobility Command (AMC) to provide capital project controls and performance management services on multiple U.S. bases.

MOCA Systems provides AMC with construction project decision support information to help manage the risks, costs and schedules for the full capital program review across multiple base projects, as well as individual project controls. The MOCA team develops verifiable construction costs integrated with resource-loaded schedules based on its dynamic construction simulation system, MOCABuild(TM), and provides rapid scenario tradeoff evaluations with both cost and schedule impacts.

Norm Carron, Chief of Military Construction for the Air Force Air Mobility Command, states "MOCA provides the US Air Force with the ability to establish clear and consistent benchmarks across all of the bases that accurately reflect the differences in each location and the verifiable impacts on budget and construction duration. The Air Force has to get the greatest possible scope for each budget dollar to meet its mission, and that means making smart choices from the earliest budgeting stage to each design submission and throughout construction."

For instance, AMC is building a Mission Planning Center (MPC) at Andrews AFB that is similar to the MPC recently completed at MacDill AFB. Although these MPCs share the same functional requirements, they have different layout, specific program, and site requirements. MOCA created an initial baseline MOCABuild(TM) model for the MPC at Andrews AFB based on the MPC at MacDill AFB, and then used this baseline model as a benchmark to more accurately estimate the construction costs with a resource-loaded schedule. This benchmarking enabled different project teams to leverage knowledge from one base to another while adjusting for the different specifics.

Sarah Slaughter, CEO of MOCA Systems, adds, "It is a pleasure working with an organization like the US Air Force that recognizes that the magnitude and complexity of its challenges to deliver capital facilities more efficiently, more quickly, and with limited resources, requires it to constantly improve its management oversight and processes. The US Air Force is successfully and proactively improving the performance of their capital program."

Norm Carron continued, "The unique value of MOCA is that their team has been plugged in at many different project stages, and have consistently helped our teams achieve better productivity, performance and accountability. With MOCA Systems, we have developed a verifiable project control system that surpasses our traditional approaches."
